The Public Inquiry
In December 2015, the project was called in by the Secretary of State which means that the scheme will now be determined at a Public Inquiry.
The timetable for the Public Inquiry is being considered by Rochdale and Rossendale Borough Council. It is likely that the Inquiry will take place in late 2016.
What has happened so far?
Rossendale Borough Council resolved to grant planning permission for 14 turbines on 1 September, 2015. Rochdale Council further supported the proposals for two turbines within its area on 21 September, 2015.

Further Environmental Information
On submission of the planning application and Environmental Statement in March 2015, the Councils consulted a range of statutory consultees and members of the local community on the proposals.
At this time, a number of consultation responses were received. Through its appointed Planning Consultants (Enplan) Rossendale Borough Council invited the submission of Further Environmental Information under Regulation 22 of the Town and Country Planning (Environmental Impact Assessment) (England and Wales) Regulations 2011.
In June 2015, Further Environmental Information was submitted to the Councils under the following topic areas:
- Landscape and Visual
- Access and Recreation
- Cultural Heritage
- Geology, Hydrology and Hydrogeology
- Other Matters
